Description

GENERAL SUMMARY/ OVERVIEW STATEMENT:

Responsible for the day-to-day operations and staff of the Biomedical Engineering Department Regional Ambulatory Sites.  Responsible for operational improvement and making cost-effective decisions and recommendations.  Oversee vendor contracts and service agreements.  Works with the Sr Business Director and Regional Ambulatory Sites leadership and others to plan and execute operational strategies as well as equipment/system upgrades, installations and integration into and from hospital systems.  Mentor and develop staff.  Provide high level technical support and troubleshooting for all issues.  Participate in and/or lead department and hospital-based committees and teams. 

PRINCIPAL DUTIES AND RESPONSIBILITIES:  

  1. Oversee day-to-day operations of clinical engineering staff (technical support staff) to ensure appropriate service levels are provided to each of the Regional Ambulatory Sites.  Effectively resolve any issues directly or through the direction of staff.  Responsible for consistent operations within Brigham Health Biomedical Engineering Department
  2. Monitor and advise on equipment placement, usage and repair, scheduled maintenance, life-cycle management and investigations of device/ system failures.  Directly provide or may work with technician team leaders / support staff to ensure maintenance and repair of equipment meet the needs of the hospital and projects.
  3. Work with vendors, hospital and other resources to identify areas for improvements.  Assess and prioritize areas and evaluate and analyze options.  Implement, or make recommendations for, improvements.
  4. Serve as project manager for medium to large scaled or unique projects.  Develop project plans to outline, document and direct system projects and staff.  Meet with team members to communicate plan content, set and update goals, resolve program deviations and issues, keeping project on track throughout all stages of its life cycle.  Inform and involve plan sponsors as needed.
  5. Work with staff to source and identify vendors for hardware, software and other department purchases. Authorize purchases.
  6. Work with department leaders to plan department, equipment and technical needs to match the growth, development and usage of engineering services across the hospital and in joint initiatives within the Partners organization.  Develop budgets, inventory and talent to support these needs. 
  7. Cooperatively work with hospital and MGB departments such as Information Systems, Facilities Planning and Nursing.  Participate in initiatives to manage the selection, implementation and maintenance of medical devices and systems.  Adhere to hospital standards and establish department standards for all engineering purchases and operations.
  8. Manage coordination of medical devices and engineering services across hospital departments.  Understand workflows of other departments, needs of staff and patients, and building design to create useable plans and tools.  Establish and communicate criteria to support projects and programs. 
  9. Plan and manage equipment storage and inventory as well as equipment repair, refurbishment and returns to vendor.  Manage programs for the distribution of unused or decommissioned equipment to meet national and international needs for medical equipment.
  10. Develop and maintain documentation on all equipment and engineering processes, failures, investigation and other reference materials.  Ensure that documentation is up-to-date, concise and comprehensive.  Ensure that employees maintain proper documentation standards.

Operations:

  • Manage technical staff.  Oversee assignments and work quality via monitoring, staff meetings and other feedback mechanisms.  Assign staff to projects in the best interest of the department.  Train or coordinate training for staff on hardware or software requirements to support the completion of tasks and projects.  Understand adult learning and create training programs, including curriculum, content and materials.
  • Responsible for yearly operational improvement at Regional Ambulatory Sites and is data driven and uses data to guide and make decisions
  • Take responsibility for overall quality of work performed to ensure correct and timely work is carried out by others.  Ensure integrity of engineering design, appropriately applied engineering principles and proper functioning of equipment, services or other features of projects.  Control and monitor system access in accordance to HIPAA and hospital policies.  Provide security measures to maintain integrity of system and data.  Appropriately address system breaches or unauthorized use.  Oversee repair of any damage to data, programming or equipment.
  • Participate on committees and in meetings to plan and design engineering and operations strategies, purchases and other needs.

Engineering:

  • Technical resource for the technicians, hospital administration and clinical leadership at Regional Ambulatory Sites Hospital and associated clinics
  • Maintain up-to-date knowledge on emerging technologies and technical innovations in healthcare.  As needed, conduct research on technical topics of interest to the Biomedical Engineering department and to users of the department. 
  • Implements and leads CE projects

Financial:

  • Works with Sr Business Director to develop and implement the Operations budget
  • Uses data and works with the Sr Business Director to develop and recommend the capital budget at Regional Ambulatory Sites to ensure reliable and safe patient care technology for the patients

Human Resources:

  • Assist in staff recruiting to meet the needs of the department. Establish appropriate staffing mix and levels to maintain a team to support engineering operations, maintenance and development.  
  • Develops & Mentors staff to develop and achieve professional growth
  • Implements, document, communicate and enforce and follows HR policies and departmental policies and procedures.
  • Identify concerns and needs of staff.  Build teamwork and other supporting structures to ensure an effectively operating department that is well received by staff and well recognized by others.  Develop programs, tools and other mechanisms to support goals and projects.

Regulatory Responsibility:

  • Is aware of all relevant JCAHO and DPH regulatory requirements
  • Prepares the department for environment of care requirements (compliance) to meet all JCAHO inspections
  • Ensures that the department meets DPH requirements


Requirements

QUALIFICATIONS: 

EDUCATION:

Bachelor’s degree in Clinical Engineering, Biomedical Engineering, Bioengineering or related engineering discipline required.    

LICENSES, CERTIFICATIONS, and/or REGISTRATIONS

Professional certification as Clinical Engineer helpful

EXPERIENCE

Minimum of 5 years experience in clinical engineering.  Also, 2 years experience leading technical teams and/or supervising technical staff preferred.  Work experience in a hospital or healthcare setting required.  Understanding of engineering and engineering codes, standards and other regulations required.  Knowledge of emerging technologies and systems helpful.

SKILLS/ ABILITIES/ COMPETENCIES REQUIRED:   

  1. Strong critical thinking skill.
  2. Solid technical aptitude, including knowledge of medical instrumentation, systems, networking, RF, and signal processing.
  3. Ability to develop and manage clinical engineering programs or projects is required.  Knowledge and skill in applying principles of engineering required.  Experience in installing and managing systems and operations in a large, complex, multi-location environment is preferred.
  4. Strong skills in project management, including time management and organizational skills.
  5. People management skills to include motivation, monitoring, feedback, and team building are needed in addition to routine staff management abilities of planning, developing and human resources administration.
  6. Strong interpersonal skills. Must be able to effectively communicate with staff, management and others across all levels and departments of the hospital and its affiliates.  Includes creating clear and complete documentation and writing persuasively as needed.  Must be able to get along with others and resolve conflict appropriately.
  7. Ability to present engaging, accurate and thorough presentations using polished platform skills and ensure training provided is applied.
  8. Flexible schedule to work an irregular shift when needed
